The Parliamentary Assembly of the Council of Europe (PACE) calls for closer cooperation between the Council of Europe and the European Political Community (EPC), stressing the importance of maintaining the Council of Europe's role as a cornerstone of pan-European dialogue and multilateralism.
Adopting the resolution, based on the report by Zsolt Németh (Hungary, ECPA) the Assembly highlighted the potential for complementarity between the two bodies, noting that "the Council of Europe must be an ever stronger and more resilient pillar of multilateralism" and "should play a proactive role in the discussions related to the European political architecture."
Acknowledging the Council of Europe's participation in the last two EPC summits in London and Budapest, PACE welcomed the EPC flexible format and underlined that it "does not replace any existing organisation". The Assembly also called for "systematic participation of the Council of Europe in European Political Community summits", and stressed the need to develop synergies and joint formats for dialogue on strategic issues.
PACE also reaffirmed the Council of Europe's unique role in the EU enlargement process, as well as its vital contribution to democratic resilience across Europe, especially in support of Ukraine. "The support of the Council of Europe to Ukraine and its efforts to hold the Russian Federation accountable for its war of aggression against Ukraine make the Organisation a key partner of the EPC," the Assembly stressed.
In conclusion, the Assembly resolved to continue serving as "a dynamic platform for pan-European political dialogue and parliamentary diplomacy," encouraging member States and EU leaders to strengthen coordination and jointly promote shared values and democratic security across the continent.
