Assistant Secretary Julieta Valls Noyes Retires

Today, Julieta Valls Noyes, Assistant Secretary for the Bureau of Population, Refugees, and Migration (PRM), retires after nearly 40 years in the United States Foreign Service. As the daughter of refugees, Julieta brought her family's powerful story to her leadership of the Bureau and the Department of State's efforts in advancing U.S. global leadership in humanitarian diplomacy.

Under her tenure, PRM has made remarkable achievements including modernizing the U.S. Refugee Admissions Program, expanding regional cooperation on migration, and administering nearly $11.9 billion of humanitarian assistance since fiscal year 2022 to alleviate suffering around the world. Under Julieta's leadership, the Department launched Welcome Corps, a first of its kind program which enables private Americans to participate directly in welcoming refugees to start lives free from persecution in communities across the United States.

On behalf of her colleagues at the Department, I thank her for her leadership and dedicated public service. She has made an enduring contribution to the State Department and to vulnerable people around the world.
