The Grotius Centre for International Legal Studies is delighted that Mr. Brooks Daly will rejoin the LL.M. (Adv.) in International Dispute Settlement and Arbitration as Visiting Professor in 2024.
Mr. Daly is an American attorney and arbitrator based in The Hague. He holds a B.A. from the University of California, Santa Barbara; an M.A. in French Studies from New York University; and a J.D. from New York University.

Mr. Daly has previously taught in Leiden University's Master of Laws Programmes in parallel with his work at the Permanent Court of Arbitration (PCA), where he served as Deputy Secretary-General and Principal Legal Counsel until 2022. In that capacity he held primary responsibility for the legal affairs of the PCA, an intergovernmental organization with 122 Member States devoted to the peaceful settlement of international disputes through arbitration. His role included advising lawyers and arbitrators participating in international arbitration under PCA auspices on a variety of matters relating to arbitral procedure and international dispute resolution generally. He acted as registrar in a number of inter-State arbitrations and assisted the PCA Secretary-General when called upon to designate or act directly as appointing authority under the UNCITRAL Arbitration Rules. Prior to joining the PCA, Mr. Daly acted as Counsel at the International Chamber of Commerce (ICC) International Court of Arbitration in Paris. He is a member of the California Bar and practiced with law firms in Los Angeles and London before joining the ICC.
At the Grotius Centre, Mr. Daly will coordinate and teach the course entitled 'International Arbitration in Public International Law' in the Advanced LL.M. in International Dispute Settlement and Arbitration. The course delves into the public and global governance aspects of arbitration, concentrating on the involvement of international arbitration in resolving disputes within public international law, with a primary emphasis on inter-State arbitration. It encompasses fundamental principles, progressing to an in-depth exploration of the law and practice of arbitration through the examination of recent and pending disputes between States.
