Today, Minister of Middle Class Prosperity and Associate Minister of Finance, the Honourable Mona Fortier, continued her cross-country virtual Budget 2021 tour by meeting with members of the Corporation des parcs industriels du Québec. She was joined by the President of the Treasury Board, the Honorable Jean-Yves Duclos.
Budget 2021 is an historic investment to address the pandemic, put people first, create jobs, grow the middle class, set businesses on a track for long-term growth, and ensure that Canada's future will be healthier, more equitable, greener, and more prosperous.
Skilled tradespeople, like those who work in industrial parks, are vital to our economy, and apprenticeships are the bridge that help skilled workers, especially young people starting their careers, connect with businesses and find well-paying jobs.
Budget 2021 proposes to provide $470 million over three years to establish a new Apprenticeship Service. The Apprenticeship Service would help 55,000 first-year apprentices in construction and manufacturing Red Seal trades connect with opportunities at small- and medium-sized employers. Employers would be eligible to receive up to $5,000 for all first-year apprenticeship opportunities to pay for up-front costs such as salaries and training.
In addition, to boost diversity in the trades, this incentive will be doubled to $10,000 for employers who hire those underrepresented, including women, racialized Canadians, and persons with disabilities.
All together, this budget creates almost 500,000 new training and work experience opportunities for Canadians.
Canada is on path to create one million jobs by the end of the year-ahead of the schedule predicted in the 2020 Fall Economic Statement. The plan outlined in Budget 2021 will continue to support a strong recovery and create more good jobs in the years to come.

Budget 2021 includes $101.4 billion over three years in proposed investments as part of the Government of Canada's growth plan that will create good jobs and support a resilient and inclusive recovery. Key measures include:
- Supporting small and medium-sized businesses through several transformative programs, such as a new Canada Digital Adoption Program that will assist over 160,000 businesses with the cost of new technology. And it will provide them with the advice they need to get the most of new technology with the help of 28,000 young Canadians who will be trained to work with them.
- Investing $721 million over the next two years to help connect youth and students with employers and provide them with quality job opportunities, to ensure they can access valuable job skills and experience.
- Providing $708 million over five years to Mitacs to create at least 85,000 work-integrated learning placements that provide on-the-job learning and provide businesses with support to develop talent and grow.
- Revitalizing Canada's tourism sector through $1 billion to help tourism businesses recover and support festivals and cultural events that provide jobs and growth in many of our cities and communities.
- Establishing a $15 federal minimum wage.
