Canada Invests $5.7M in Haiti's Multinational Security Mission

The Honourable Mélanie Joly, Minister of Foreign Affairs, today announced that Canada will provide $5.7 million in new funding to support Haiti, in addition to $12.5 million that has been previously announced. The funding is being distributed as follows:

Recipient: United Nations

Funding: $5.7 million

Project details: This funding, channelled through the United Nations Trust Fund for Haiti, will support the deployment of the Kenyan-led Multinational Security Support (MSS) mission to support the Haitian National Police (HNP) to improve security conditions in Haiti. The trust fund will help to enable and operationalize the mandate of the MSS mission by financing a range of items, including, but not limited to, the reimbursement of police contingents deployed to the mission, training-related support and the support of mission elements such as human-rights compliance.

Project title: Specialized Tactical Training Support for the Haitian National Police

Recipient: Canadian Commercial Corporation

Funding: $5 million

Project details: This project will procure training material and investigative equipment for the HNP that will be used in the Canadian law enforcement training program being provided to specialized technical and investigative units in the HNP working to counter gang activity in Haiti. Through broad vertical and horizontal coordination, this project aims to build on existing donor interventions that emphasize a human-rights-based, Haitian-led approach to violence reduction and countering gang activity and to officer safety intervention.

Project title: Securing Marine and Land-Based Trade

Recipient: Organization of American States

Funding: $4 million

Project details: In response to the evolving security situation in Haiti, this project will aim to combat the flow of firearms, ammunition and drugs in the country. This project will strengthen the HNP's border police division, POLIFRONT, by improving cargo security controls in Dominican ports through the General Directorate of Customs and Haitian authorities.

Project title: Container Control Program Phase II Haiti

Recipient: United Nations Office on Drugs and Crime

Funding: $3.5 million

Project details: This project aims to strengthen the HNP's capacity to detect illicit trafficking through ports and border crossings. This initiative will provide technical assistance to support the efforts of the HNP and authorities in Haiti in three land border areas to address illicit trafficking.
