Canadian Forces Marshal Addresses Police Misconduct Claims

National Defence

Recently, a decision was delivered by the Ontario Superior Court of Justice to stay proceedings in a case concerning Criminal Code Sexual Offences. The Office of the Canadian Forces Provost Marshal (CFPM) respects the judge's decision on this matter and takes the concerns raised by Justice Petersen, regarding the conduct of members of the military police, very seriously.

The professional conduct of the Military Police is vital to maintaining the integrity of the justice system and the trust of those we serve. The Military Police Professional Code of Conduct establishes the very high standards expected of our members. When there is reason to believe that our standards are not being met, there are established processes in place to investigate allegations of misconduct.

  • Prior to the Ontario Superior Court of Justice's decision in the case, the Office of Professional Standards, under the purview of the CFPM, had received a conduct complaint from a member of the public and initiated a National Defence Act Part IV conduct complaint investigation.
  • Two members of the Military Police, who were involved in the matter, have recently been suspended from policing duties and functions, pending further investigation by the Office of Professional Standards.

These matters will be thoroughly investigated, and appropriate measures will be taken, where necessary.

The actions taken by the Office of the CFPM demonstrates our commitment to maintaining a professional Military Police service; one which has processes in place to hold individuals accountable and prevent future occurrences. Furthermore, we continue to review the judge's decision to garner knowledge that could provide positive change in our organization.

I continue to have every confidence in members of the Military Police and their abilities to conduct policing duties and functions. They are dedicated professionals who consistently demonstrate their commitment to serving and protecting our communities with integrity and honour.
