In anticipation of future legal reforms on gender-based violence in the Republic of Moldova, Carlotta Rigotti was invited by the United Nations Population Fund to join a roundtable on legislative and policy approaches to online and technology-facilitated violence.
On 16th July 2024, Carlotta Rigotti, postdoc researcher at eLaw, participated in a high-level roundtable hosted by the United Nations Population Fund (UNFPA) Moldova. This event brought together national policymakers, relevant stakeholders, and international experts to explore the multifaceted nature of online and technology-facilitated violence against women and girls, as well as the ambitions and limitations in regulating and responding to it. This event marked the beginning of a series focusing on various aspects that will potentially be included in future legal reforms on gender-based violence in Moldova, aimed at implementing Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO) recommendations and complying with the Council of Europe Convention on combatting violence against women and domestic violence (also known as the Istanbul Convention).
Carlotta was invited due to her recognized expertise on the topic and her recent study for the Council of Europe on the digital dimension of violence against women in the Republic of Moldova, published in June 2024. In her presentation, she provided a comprehensive overview of existing legal frameworks and policy approaches to online and technology-facilitated violence across Europe, referencing key case law and stakeholder experiences. She then analyzed the newly adopted Directive on violence against women and domestic violence, which aims to regulate certain aspects of their digital dimension and harmonize the legal framework across Member States. Her presentation was followed by a discussion panel, which focused on contextualizing her insights within the Moldovan framework.
