Changes to CW1 form

How has the form been changed?

Changes have been made to the CW1 form to accommodate non means tested areas of work. This includes changes to accommodate the new Housing Loss Prevention Advice Service (HLPAS) which will commence on 1 August 2023.

The changes include:

  • a new 'Matter Type' section: providing a series of tick boxes for current non means tested areas of work and the new HLPAS Early Legal Advice; and
  • an updated Client Certification section to incorporate a new client declaration for non means tested areas of work.

The new version of the CW1 form will be published on gov.uk on 4 July 2023 and can be used by all providers from that date. HLPAS providers can use the form from 1 August 2023, when the service commences.

Will old forms still be accepted?

The previous version of the form (version 29, September 2022) will continue to be accepted up to and including 31 July 2023.

From 1 August 2023 you must use version 30.

Further changes expected after 1 August 2023.

We expect to make further changes to the CW1, alongside several other forms shortly. These will reflect the first set of changes to financial eligibility being introduced as a result of the Means Test Review (MTR).

We will notify of these changes in due course.

The changes to reflect the MTR will include:

  • additional financial eligibility questions for those under 18 years of age
