CMA Reveals Two New Senior Director Appointments

Dan Turnbull has worked as a Director of Markets at the Competition and Markets Authority (CMA) since 2019, most recently leading its housebuilding and road fuel market studies. Naomi Burgoyne has been a Director of Mergers at the CMA since 2020, leading a broad mix of merger investigations, including the recent investigation into the Viasat/Inmarsat deal.

As Senior Director of Markets, Dan will lead on deciding which sectors to prioritise, shape the scope and solutions for the CMA's market studies, and oversee the team's work on in-depth market investigations. As Senior Director of Mergers, Naomi will be a decision-maker on Phase 1 merger cases, as well as overseeing the team's work across both Phase 1 and 2 investigations.

Naomi will work alongside Sorcha O'Carroll, who is also a Senior Director in the mergers team, and report to Joel Bamford, who is set to rejoin the CMA in early 2024 as Executive Director for Mergers.

Naomi and Dan will officially take up their new posts at the beginning of January.

Sarah Cardell, Chief Executive of the CMA, said:

After competitive recruitment rounds, it is a real pleasure to see the progression of talented internal candidates. Dan and Naomi bring a wealth of experience to their roles alongside a strong understanding of the CMA and its processes. 2023 has been an important year for our mergers and markets work and I have no doubt that Dan and Naomi will provide great leadership in 2024 and beyond as we continue to champion outcomes which deliver real benefits for people and businesses across the UK.

Dan Turnbull said:

I'm proud of what the markets team has achieved over the last few years and I'm excited to continue to tackle the issues that really matter to people as Senior Director. Millions of consumers and businesses rely on the CMA to ensure markets are working well so people can get a fair deal. We are committed to achieving this while prioritising outcomes which support economic growth - particularly during times of increased financial pressure.

Naomi Burgoyne said:

I'm delighted to step into this role at a time when the CMA is playing a key part in global merger control. I look forward to working closely with Sorcha, Joel and the rest of the excellent mergers team to protect UK businesses and people from harmful mergers, as well as collaborating with others across the CMA as we take on new functions and powers.

Prior to the CMA, Dan was Head of Regulatory Affairs at the City of London Corporation and worked at HM Treasury where he held a variety of posts. Naomi joined the CMA from Slaughter and May where she advised clients on a broad range of competition matters.
