Last week, the Minister for Planning, The Hon. Sonya Kilkenny MP made her final decision on Amendment C270morn. The amendment sees precious parcels of land in Mount Eliza, Mornington and Portsea rezoned to protect them from potential inappropriate development.
Disappointingly, the Minister chose not to rezone the Ryman Healthcare site at 60-70 Kunyung Road, Mount Eliza to Green Wedge Zone.
The approved amendment will make the following changes to the Mornington Peninsula Planning Scheme (all adopted by Council):
- Rezone foreshore reserve adjacent to 60-70 Kunyung Road, Mount Eliza from Special Use Zone – Schedule 2 (SUZ2) to Public Park & Recreation Zone (PPRZ)
- Rezone 19 Tallis Drive, Mornington (Mornington Golf Course) and 46 London Bridge Road, Portsea (Portsea Golf Course) from SUZ2 to Green Wedge Zone (GWZ3)
- Rezone 35 Sunnyside Road, Mount Eliza (Manyung Recreation Camp) from SUZ2 to PPRZ
- Rezone part of the Point Nepean National Park in Portsea from SUZ2 to Public Conservation and Resource Zone (PCRZ)
- Delete reference to the following sites from the schedule to Clause 51.02 (Metropolitan Green Wedge Land: Core Planning Provisions):
- Sport & Recreation Victoria State Sailing Centre (Camp Manyung) Sunnyside Road, Mornington
- Mentone Grammar School, south west corner Marine Parade and Nelson Street, Shoreham
- Padua Catholic College, Oakbank Road, Mornington.
The Minister has chosen to not rezone the following sites:
- The Ryman Healthcare site at 60-70 Kunyung Road, Mount Eliza. This site will remain within the SUZ2 and continue to be exempt from the mandatory restrictions in Clause 51.02. The Minister's decision regarding this site has no impact on the planning permit for a retirement village and aged care facility that was recently approved by VCAT.
- 50A McGregor Avenue, Mount Martha (South East Water land). This property is adjacent to 60 Hearn Road (Bay Park Scout Camp) which Council had resolved to remove from the amendment at its 31 October 2022 Planning Services Committee meeting. The Minister advised that any future review of zoning for these two sites should be conducted concurrently.
The Amendment is expected to be formally gazetted in the coming weeks which is when the Planning Scheme will be updated with the approved changes.
