Cardinia Shire Council will continue to pause the replacement of mercury vapour lights in Heritage Springs and Lakeside estates pending the potential future approval by AusNet of a retrofit LED globe.
The program was first put on hold last year in response to community feedback that called for the existing lights in Heritage Springs estate to be retained.
Council had commenced a program to replace mercury vapour light fittings in 2022 to comply with the Minamata Convention, which bans the import, export, and manufacture of mercury vapour lights.
Following concerns raised by the community and discussions between Council and AusNet Services, AusNet is reviewing the potential use of a retrofit LED globe in order to retain the existing light hardware. It's anticipated a decision on the use of a LED retrofit globe will be known by April 2026.
Cardinia Shire Mayor Cr Jack Kowarzik said community concerns had highlighted the need for Council to take the time to reassess the program.
"The community's concerns are well understood by Council and that is why we have paused this program and have remained committed to working with AusNet Services to explore options to retain the existing light fittings in Heritage Springs, where possible," Mayor Kowarzik said.
"Thank you to our community for your patience and understanding as we have navigated these important considerations."
Cardinia Shire Council intends to replace mercury vapour lights with LED hardware in other areas of the shire where the new lighting is the same as, or similar in appearance to, existing lights to ensure an even appearance in these areas.
This will include replacement of 403 mercury vapour lights in Beaconsfield and Garfield. Council commits to engaging with affected residents in these areas before upgrades are undertaken, which is expected to commence later this year.
There are a number of benefits in replacing the mercury vapour lights with LED products, including improved safety and visibility for residents, lower energy consumption, and reduced management and maintenance costs.
