Orange City Council is seeking community comment on proposed changes to the Orange Local Environment Plan (LEP) which covers a proposed housing development at 277 Cargo Road.
PROPOSAL: The Witton Place Candidate Area, to the east of Orange, is bounded by Cargo Road (to the North), the western rail line (to the south and the Orange City Council-Cabonne Council boundary to the west.
The proposal applies to land known as Stage 1 of the Witton Place Candidate Area. The area is one of several greenfield sites identified in the Orange Local Housing Strategy as being suitable for investigation for rezoning and residential development. Subject to detailed site suitability assessment, it's expected the area could yield around 300 new dwellings along with public open space and community infrastructure.
The documents which outline the changes are now on public exhibition, along with details of a proposed planning agreement made in connection with the 277 Cargo Road development.
Proposed change to LEP - 277 Cargo Road
Council has placed an Amendment to Orange Local Environmental Plan 2011 on public exhibition for comment until close of business on Tuesday 11 February 2025.
The proposal relates to a map amendment of the land use zone, minimum lot size, addition of an Urban Release Area layer for the land known as 277 Cargo Road, Lot A DP 408148 and the removal of the Environmentally Sensitive Area overlay for the land known as 277 Cargo Road, Lot A DP 408148 and part 4 Neals Lane, Lot 1 DP 529849.
The Planning Proposal seeks to make the following map amendments:
• Rezone part of Lot A DP 408148 from zone C3 Environmental Management to part zone R1 General Residential and R2 Low Density Residential.
• Establish a Minimum Lot Size of part 1,500m2 corresponding with the zoned R2 Low Density Residential land.
• Add an Urban Release Area layer over the site.
• Removal of the Environmentally Sensitive Area overlay.
