- Council heard from five members of the public who made presentations about items on the agenda including: Sunset Planning Proposal - 141 Googong Road, Googong; DA for 460 Environa Drive - South Jerra Town Centre; Braidwood Structure Plan; and Saint Demetrios Parish request for reimbursement of DA Fees.
- Council acknowledged request from Saint Demetrios Parish for reimbursement of Development Application fees and will advise respondent that the request is approved
- The draft Braidwood Structure Plan will be placed on public exhibition and agency consultation for 28 days from 27 January 2025
- Council granted conditional consent for DA.2023.0511 for construction of shopping centre buildings and associated infrastructure at 460 Environa Drive, Environa
- Council granted conditional consent for DA.2023.0361 for construction of multi dwelling housing at 21 Kythera Street, Googong
- Council endorsed the planning proposal to amend the QPRLEP 2022 for 141 Googong Road, Googong and will forward to NSW DPHI requesting Gateway determination and plan making authority. Council will undertake agency consultation and public exhibition according to Gateway requirements and finalise making of plan if no objections received
- In noting community feedback on the draft solid fuel heater policy, Council will review the draft policy to clarify the scope and intent and prepare a communications plan to mitigate against misunderstanding of the scope and intent. In conjunction with the communications strategy, the draft solid fuel heater policy will be resubmitted for public consultation for 28 days from 1 February 2025. A further report will be received following the consultation
- Council adopted in principle the road names Soares Road and Rattler Close as the proposed names for two new roads off Wanna Wanna Road, Carwoola and will advertise proposed names for 28 days
- Following a recent period of public exhibition, Council will name the Council Chambers meeting room in the Nellie Hamilton Centre the WB Freebody Chambers
- Council endorsed a new licence agreement with St John Ambulance Australia to occupy the premises at 20-22 Kendall Avenue, Crestwood for a 2-year term at lease of $5,000 per year
- Council endorsed Terms of Reference for a number of Advisory Committees and nominated councillor members, dissolved Sister City and First Nations Consultative Committees and deferred consideration of a Business Advisory Committee. Council will develop Terms of Reference for the Bungendore Town Centre and Environs Committee and a Seniors Advisory Committee, with delegates to be appointed at a future meeting. Council will undertake an EOI process to facilitate membership for each Advisory Committee and, following consultation with First Nations Community, LALCs and Traditional Owners, receive a report on proposed Terms of Reference for a First Nations Network
- Council nominated Cr Willis to sit on the General Manager's Performance Review Panel with Mayor and Deputy Mayor and a Councillor nominated by the General Manager for the 2024-2028 Council term
- Council endorsed the Councillor and Staff Interaction; Councillors Expense and Facilities; Councillor Induction and Professional Development; and Development Adjacent to Water, Sewer and Stormwater Mains policies for exhibition from 27 January. If no submissions received, the policies will be adopted. The Records Policy is rescinded and will become an operational policy
- Council adopted the Audit, Risk and Improvement Committee Charter 2024
- Council received the Investment Report for November 2024, noting return of $1,804,165
- Council endorsed the Annual Report 2023-24 for publication on Council's website and notifying the Office of Local Government
- Council received report with answers to questions with notice about bus shelters
- Council received report with answers to questions with notice about Braidwood Non-Revenue Water
- Council received information report about the Lease and License Register
- Council received information report about planning performance
- Council received information report about the Resolution Action Sheet
- Council received information report with a response letter from Federal Minister for Health and Aged Care, The Hon Mark Butler MP about the funding of mental health services
- Council received information report about Councillors Workshops between 14 Nov-11 Dec, which were: Braidwood Saleyards Operations Review Report; Community Strategic Plan Process and Update; Advisory Committees; Nellie Hamilton Sculpture Project; Vikings Club DA; Braidwood Structure Plan; id Profile of QPRC; Queanbeyan Sewage Treatment Plant; and Annual Report 2023-24
- Council noted minutes of Queanbeyan Showground Advisory Committee on 4 December 2024
- Council noted new bridge constructed on Wallaces Gap Road over Back Creek and will assess the proposed name Ludwig Baumgardner Bridge against place naming criteria, conduct community consultation, and receive further report
- Council declined to prepare a report for workshop on efficacy of a cost-of-living innovation of providing a 2.9% cash back on rates paid on time over a two-year trial period
- Council received Delegate's Report from attendance at the Community Safety and Precinct Committee
- In closed session, Council approved compulsory acquisition by agreement of parcels of land from Water NSW for road and bridge works along Nerriga Road, Stewarts Crossing Road and Mayfield Road
- In closed session, Council resolved a matter that is embargoed until an impending announcement
- In closed session, Council awarded Tender 2024-56 for provisions of Kerbside Waste Collection Services to JJ Richards & Sons under a 7-year plus 3-year optional extension contract term
