Background
At its meeting on 25 March 2025, Council resolved to put the Draft Swimming Pool Inspection Program on public exhibition for 28 days.
What is the Swimming Pool Inspection Program?
The Swimming Pools Act 2012 requires Council to develop and adopt a locally appropriate, affordable risk-based swimming pool inspection program in consultation with the local community.
The Swimming Pool Inspection Program aims to actively contribute to a reduction in drownings or near drownings in New South Wales private backyard swimming pools, including spa pools. It aims to ensure the greatest possible safety for young children in and around swimming pools.
To provide children with the greatest level of safety, it is paramount that children be actively supervised when using swimming pools and that the swimming pool barrier/fence always be compliant.
The inspection program is designed to provide measures to identify non-compliant swimming pools, ensure upgrade works are carried out, and raise swimming pool safety awareness in the process.

The Hills Shire Council's Draft Swimming Pool Inspection Program will be available to view on Hills Have Your Say from 2 April 2025.
It will also be available for inspection at the following locations:
- Council's Customer Service Centre: 3 Columbia Court, Baulkham Hills, between the hours of Monday to Friday 8.30am-4.30pm;
- Castle Hill Library: Cnr of Castle and Pennant Streets, Castle Hill between the hours of: Monday - Friday: 10am - 8pm; Saturday: 10am - 5pm; Sunday 1pm - 5pm
- Vinegar Hill Memorial Library: 29 Main Street, Rouse Hill between the hours of Monday – Wednesday & Friday: 10am to 6pm; Thursday: 10am-9pm; Saturday: 10am to 5pm; Sunday: 1pm-5pm.
