Council Seeks Ministerial Authorisation To Exhibit C218

Council will write to the Minister for Planning, seeking authorisation to exhibit a Planning Scheme Amendment as a result of the Lilydale Structure Plan.

The Structure Plan, endorsed by Council in 2022, provides Council with a framework to guide future land use, development, design, vehicle and pedestrian movements and capital works in the Lilydale area.

Planning Scheme Amendment C218 will implement actions requiring changes to the planning scheme, including:

  • The application of an Activity Centre Zone in the town centre and some well-located residential land,

  • Rezoning suburban areas currently zoned as Residential Growth Zone to a General Residential Zone, to improve neighbourhood character, and

  • The application of an Environmental Audit Overlay to some sites where proposed rezonings will allow residential land uses for the first time.

Yarra Ranges Mayor, Cr Sophie Todorov, said that, if the minister authorises exhibition, community will then have the opportunity to provide their thoughts and feedback.

"The Lilydale Structure Plan went through extensive engagement with our community, and helped us outline clear goals for the community," Cr Todorov said.

"This Planning Scheme Amendment is the next step in how we reach those goals, by setting clearer and improved planning for the Lilydale town centre and surrounds.

"We're hoping to hear back from the Minister in coming months, but in the meantime I'd encourage any interested community members to sign up at shaping.yarraranges.vic.gov.au and keep an eye out for other engagements they can take part in."
