Emergency Response To Record High Prisoner Numbers

The Northern Territory Department of Corrections is implementing emergency measures in response to a rapid and continuing surge in prisoner numbers across the Territory's correctional facilities and watch houses. On Friday 25 October, prisoner numbers reached a record high of 2,370, placing significant pressure on facilities including Darwin Correctional Centre (DCC), Alice Springs Correctional Centre (ASCC), and police watch houses.

Due to the significant impacts and extraordinary risks presented by record high and rising prisoner numbers, the Commissioner has determined that the current situation represents an emergency requiring immediate action. The Department must also meet its statutory obligations under the Correctional Services Act 2014 to receive persons committed or remanded into custody.

The Department engaged in consultations with the United Workers Union (UWU) regarding urgent proposals to temporarily vary the operating models for both Darwin and Alice Springs Correctional Centres as an emergency response. Agreement could not be reached on the proposed variations. The UWU has formally disputed the emergency actions under the Correctional Officer (NTPS) 2021 - 2025 Enterprise Agreement and consultation with unions will continue regarding this dispute.

The Commissioner has directed the following emergency actions:

• Place ten (10) extra prisoners into the Darwin Police Prison (watch house).

• Increase Sector 10 of the Darwin Correctional Centre by 20 prisoners.

• Increase the Alice Springs Reintegration Facility (ASRF) at ASCC by 20 additional prisoners.

• Transfer all female prisoners at ASCC (Hotel Block) to DCC (Sector 4) as a temporary measure until the new women's facility in Alice Springs is activated.

• Populate ASCC Hotel Block to accommodate up to 40 additional male prisoners.

• Relieve pressure on Katherine, Palmerston, and Alice Springs watch houses accordingly.

These actions have been ordered under Section 19 and Section 205 of the Correctional Services Act 2014.

A senior Incident Management Team has been established to lead the operational response and ensure the safety and security of all facilities during this challenging period.

The Department is developing operational plans to implement these changes and to ensure necessary staffing levels and security in the correctional centres. The safety of correctional officers remains a top priority throughout this process.

The first stages of this emergency plan will be implemented this weekend. The Department of Corrections remains committed to maintaining community safety and fulfilling its crucial role in the Territory's justice system.
