The Bureau of Energy Resources (ENR) works to support partners and allies around the world seeking to deploy innovative clean energy technologies, improve access to reliable, affordable, and sustainable energy to spur economic growth, support American private sector investment in energy infrastructure, contribute to diverse and resilient clean energy supply chains, and train an inclusive energy workforce for the future. ENR's progress towards achieving these objectives includes the following:
- Ukraine Energy Security: In response to Russia's relentless missile, drone, and artillery attacks on Ukraine's critical energy infrastructure, ENR has led the international community's efforts to support the recovery and security of Ukraine's energy system by chairing the G7+ ministerial group launched by Secretary Blinken in November 2022. G7+ partners in June 2024 announced an additional $1 billion at the Berlin Ukraine Recovery Conference to repair and strengthen Ukraine's energy sector, bringing total U.S. and G7+ energy sector support since February 2022 to over $5 billion (more than $1.8 billion from the United States), used to procure and deliver thousands of tons of critical equipment to repair and bolster the supply of electricity, heat, and water to frontline Ukrainian communities. This support saved lives, strengthened Ukraine's defense of its sovereignty, and enabled economic activity to continue.
- Expanding Resilient, Diversified, and Sustainable Critical Minerals Supply Chains: ENR has spearheaded the Minerals Security Partnership (MSP), a coalition of countries committed to growing and diversifying global supply chains of critical minerals, particularly those utilized in clean energy technologies. MSP Partners have formalized engagement with minerals-rich countries through the MSP Forum and brought together more than 30 public finance development banks and export credit agencies through the MSP Finance Network. To advance American leadership on energy minerals, ENR has expanded outreach with the private sector on critical minerals supply chains through MINVEST, a public-private partnership with SAFE, an NGO focused on energy security. ENR has supported critical mineral supply chain diversification in more than 30 countries since 2020 through bilateral and regional foreign assistance through the Energy and Mineral Governance Program.
