Jakarta, 23 February 2022 – The Ministry of Development Planning has opened its first DWG Meeting by hosting a hybrid seminar on 23rd February 2022. The Side Event introduce Indonesia's Presidency priorities on the DWG through a series of hybrid seminar: "Adaptive Social Protection for Mitigating Risks and Responding to Crisis" and followed by a seminar on "Navigating Challenges and Optimizing Opportunities in Green and Blue Economy Implementation in Developing Countries, LDCs, and SIDS."
Mr. Scenaider C.H. Siahaan, Chair of Indonesia G20 DWG Presidency opened the side event for the participant. He addressed several key points of Indonesia's G20 DWG priorities. The opening session was then followed by a keynote speech from Ms. Amalia Adininggar Widyasanti, Deputy Minister for Economic Affairs, Ministry of National Development Planning/Bappenas. She explained the long-standing impact of COVID-19 and the pre-existing policy that haven't addressed sustainability and long-term resilience and the need to re-design the policies to be more sustainable, which idea is encompassed within the economic transformation. The next keynote speech was delivered by Ms.Vivi Yulaswati, Expert Staff to the Minister for Social Welfare and Poverty Reduction, Ministry of National Development Planning/Bappenas. She elaborated further on the consequences of COVID-19 to the global increase of poverty, its lasting impacts have contributed to an increasing human and capital loss. Which, required strong cooperation and a long-term policy approach.
The side event then moved to the first seminar: " Adaptive Social Protection for Mitigating Risks and Responding to Crisis", which aimed to highlight best practices of successful Adaptive Social Protection implementation and explored further actions for G20 member states and international organizations to mobilize implementation of Adaptive Social Protection in developing countries, LDCs, and SIDS. To fully capture the aim and discussion of the seminar, The Indonesia G20 DWG Presidency was honoured to have distinguished speakers: Maliki, Director for Poverty Alleviation and Community Empowerment, Ministry of National Development Planning/Bappenas. He highlighted the importance of designing Adaptive Social Protection (ASP) programs in Indonesia. Shiri K. Gounder, Permanent Secretary with the Ministry of Economy, the Republic of Fiji, followed by the explanation on Fiji successful implementation of ASP and the key success factors. Asha Williams, Senior Social Protection Specialist from The World Bank, explained the supporting factors needed to achieve adaptive social protection and how countries transform their social protection to become adaptive. Dr. Simone Sandholz, Head of FAST programme from UNU-EHS addressed the key components of ASP and the use of risk analysis in ASP design. Lastly, Ms. Ragnheiður Elín Árnadóttir, Director of Development Centre, OECD addressed the importance of ensuring that social protection also cover worker in informal sectors and exploring innovative financial instruments for ASP. The discussion in the seminar was moderated by Mr. Yanuar Nugroho, Coordinator of the Expert Team, Secretariat of SDGs Indonesia.
The G20 DWG Side Event continued with the second seminar titled "Navigating Challenges and Optimizing Opportunities in Green and Blue Economy Implementation in Developing Countries, LDCs, and SIDS." The seminar aimed to highlight lessons learned of green and blue economy implementation in developing countries by listening to successful experiences of implementation from policymakers, IOs, and regulators. Distinguished speakers provided valuable views and insight to the participant. Mr. Medrilzam, Director for Environment, Ministry of National Development Planning/Bappenas, talked about Indonesia's experience and lessons learned in implementing a green economy through low carbon development. Mr. Jakob Granit, Director General for Swedish Agency for Marine Resources and Water Management, then addressed Sweden's experience in implementing a blue economy in Sweden as well as in assisting partner countries. Mr. Asad Naqvi, Head Secretariat of the PAGE Secretariat, provided context by discussing the role of the green economy in global SDGs achievement. Mr. Jorge Moreira da Silva, OECD Director of Development, discussed the concept of the blue economy and its current development, and OECD's wide experience in assisting developing countries in planning and implementing the blue economy. Lastly, Cristina Martinez, Senior Specialist for Decent Work and Environment, ILO. She shared ILO rich experience in low carbon development, in particular pertaining to the hindrances and potential ways in ensuring just transitions to low carbon development. The seminar and the discussion were moderated by Verania Andria, Senior Adviser for Renewable Energy Strategic Programme, UNDP Indonesia.
Through the series of the seminars, Indonesia sought to gather important insights and views from various distinguished speakers, which will be important input for The G20 effort for Stronger Recovery.
