Government Commits to Build Friendly Employment Climate for Persons with Disabilities

Jakarta-Government of Indonesia committed to continuous improvement in employment protection, including for persons with disabilities as part of Indonesian workforce. Increased protection is carried out to respond the digital era which significantly impacts world of work.

"When it comes to employment protection for persons with disabilities, Government is committed to providing inclusive protection for them," as the Director General of Labor Inspection and Occupational Safety and Health, Ministry of Manpower, Haiyani Rumondang said through a Public Relation Bureau of Manpower Ministry, Monday (12/9/2022).

Director General Haiyani conveyed during her speech as a speaker at the 1st International Conference on Manpower and Sustainable Development (IMSIDE): Transformation of Manpower in the Changing World of Work, held in Bali.

"Protection for persons with disabilities is in line with the mandate of the Law Number 13/2003 concerning Manpower Articles 5, 6 and 67, that the state guarantees equality and non-discriminatory treatment in obtaining a job, also the state requires entrepreneurs to provide protection to disabled workers." said Director General Haiyani.

"This equal right implementation is commonly referred to as Inclusive Labour which is an employment concept that deliberates human rights by involving and integrating everyone on an equal basis", added Director General Haiyani.

"Equality in employment aspects will ensure the process of recruitment, job placement, job training, and career development are carried out equally without discriminating persons with disabilities," explained Director General Haiyani. Furthermore, she mentioned that the obligatory requirements for employers, include the government, State-Owned Enterprises (BUMN and BUMD) to employ persons with

disabilities constituting at least two percent of their employees. Meanwhile, the private sectors are required to employ at least on percent of the total number the total employee force.

Still at this occasion, she also conveyed the importance of taking objective and balanced steps between employees and employers. Thus, the government imposes administrative sanctions for private and non-private entrepreneurs who do not ease the persons with disabilities.

On the other hand, she said, the government will give appreciation as in national awards to private and non-private entrepreneurs who have created decent work opportunities for persons with disabilities. "This award has been given from 2015 to 2021 both to local governments, State-Owned Enterprises, and the private sectors," she said.
