Cr El Mouallem has lived and worked in Bayside for nearly 25 years. He has a strong commitment to our community and long held passion for the enhancement of Bayside's liveability.
This is Cr El Mouallem's second term as Mayor. He was first elected to Bayside City Council in November 2020 and re-elected in October 2024. He served as Mayor in 2022-23, Deputy Mayor in 2021-22 and Chair of the Planning and Amenity Delegated Committee for 2021-22 and 2023-24.
A Project Manager with two post-graduate degrees and 20 years' experience in delivering built environment projects, Cr El Mouallem is a strong advocate for focusing on the fundamentals and protecting Bayside from inappropriate development and traffic congestion.
Cr El Mouallem also operates a small, long standing cafe business with his family. He brings a strong focus on the importance of economic development and the liveability of our activity centres to foster opportunities for social connection.
Married to Sally, Cr El Mouallem has two children.
Cr El Mouallem, who represents Dendy Ward, said he would work with his fellow, new Councillors to build a strong collegial Council to address current challenges and enhance the municipality for the future.
"I'm honoured to have the opportunity to serve as Mayor with this dynamic group of new Councillors," Cr El Mouallem said.
"As Councillors, we are here to serve, not just our wards, but Bayside in its entirety. This is a pivotal year, setting the tone, expectations and vision for the four-year Council term and working with our community panel to ensure our focus is in line with the community's needs," he said.
"I look forward to working towards a more beautiful, safer, cleaner and more liveable Bayside, not just for today but for future generations."
Cr El Mouallem acknowledged the contribution of the previous Mayor, Cr Fiona Stitfold in leading Council over the 2023-24 year and previous Councillors Cr Laurence Evans OAM, Cr Alex del Porto, Cr Clarke Martin and Cr Jo Samuel-King.
Deputy Mayor
Councillor Debbie Taylor-Haynes was elected Deputy Mayor.
Planning and Amenity Committee
Councillor Andrew Hockley was also elected as Chair of the Planning and Amenity Committee.
