ILO Boosts Skills of Job Officers for Renewable Shift

To assist the development of a regional transition pathway and empower of local stakeholders at the provincial levels, the ILO through its Innovation Regions for a Just Energy Transition (IKI JET) in collaboration with the Ministry of Manpower have conducted a series of training programmes to enhance the capacity of public employment service officers.

Personally, I thank the Ministry of Manpower's Directorate of the Job Placement which has collaborated with the ILO to improve how I provide better labour market advice to the job seekers impacted by the energy transition from coals to renewable energy.

A total of 50 provincial public employment service officers, including staff of vocational training centres, manpower offices and educational offices in the Provinces of South Sumatera held from 30 July to 1 August and East Kalimantan held from 20 to 22 August had been trained to better provide services to job seekers and employers. Through these three-days training, the participating public employment service officers learnt how to build good relationships with relevant partners, strengthen their technical functions and improve their relations with employers and job seekers.

Muce Mochtar, ILO's National Project Coordinator of IKI JET in Indonesia, stated that the commitment of Indonesia to achieve Net Zero Emission by 2060 will have an impact to massive investment in renewable energy sectors as well as to declining activities in fossil-fuel based energy sectors and its supply chain. Moreover, an economic transformation is expected to happen in these impacted provinces. With foreseen loss of livelihood, the needs for workers' re-skilling and up-skilling have become paramount.

"The public employment service officers have a bigger role to play in understanding the labour market change and in providing necessary services to the industry and job seekers who need to adapt with the fast-changing labour market," he remarked. "They should be well-equipped with the capability to provide better advise and services to both industry and job seekers as the main clients of the Public Employment Services."

Appreciating the skills that he gained during the training programme, Muhammad T. Afriady, a public employment service officer from the Provincial Manpower Office of South Sumatra, said that good communications and collaboration skills are key to fulfil the needs from the perspectives of demands and supplies.

"Personally, I thank the Ministry of Manpower's Directorate of the Job Placement which has collaborated with the ILO to improve how I provide better labour market advice to the job seekers impacted by the energy transition from coals to renewable energy. I also greatly appreciate the training materials given are very relevant with my daily tasks," Muhammad remarked.

Similarly, Okta Ariyani who is also a public employment service officer from South Sumatra, said that "I learnt how to provide the best service to job seekers. Attentive listening and well-spoken explanation are key to deal with those who have lost their jobs and who are also in need of gaining a new employment. I feel grateful to learnt various new tips to become a better officer."

These series of training programmes concluded with a working group to develop a working plan/action plan. The participants from the Manpower Office of Kutai Timur Regency, East Kalimantan, for example, they aim to improve the employability of young job seekers within the period of 2024 to 2025. The action plan has set up a target that by 2025, 100 students will undertake relevant trainings provided by the Manpower Office.

We are pleased with the enthusiasms shown by the participants and with the action plans developed by the participants to move forward with targeted programme activities.

Meanwhile, an action plan developed by the Provincial Manpower Office of East Kalimantan has set up a focus to women's empowerment and skills development. Within this year, 300 women aged 40-49 years are targeted to join the skills training programme and will be awarded with certificates.

"The ILO will continuously support the Public Employment Services that are affected by the energy transition. We are pleased with the enthusiasms shown by the participants and with the action plans developed by the participants to move forward with targeted programme activities," Muce concluded.
