The International Labour Organization's (ILO) Director-General, Gilbert F. Houngbo, underscored the need for effective management of Artificial Intelligence (AI) to promote an inclusive and equitable digital transformation, during a tripartite conference entitled Advancing Social Justice in the Era of the Knowledge Economy and Artificial intelligence in Astana, the capital of Kazakhstan.
"AI has the potential to transform the world of work, but it is crucial to protect workers from the potential negative impacts of the digital revolution by ensuring AI-related jobs meet standards for decent work, with both workers and employers actively participating in the design and implementation of AI technologies," said Houngbo.
To navigate the digital transition effectively, the ILO chief outlined three key strategies: identifying in-demand skills and promoting adult learning, safeguarding workers' rights and promoting social dialogue, and ensuring the transition is guided by social justice principles.
Houngbo also commended Kazakhstan for its recent progress in AI development, particularly its adoption of the Concept for AI Development 2024-2029. He praised the country's decision to join the Global Coalition for Social Justice, noting that the Coalition will enable Kazakhstan "to share the country's experience and good practices for building a future with greater social justice, including through the development of the knowledge economy and artificial intelligence."
During the official visit to Kazakhstan, from September 3-6, Houngbo engaged in discussions aimed at deepening the ILO's collaboration with the country. The talks focused on leveraging the knowledge economy and artificial intelligence as key drivers of human development, promoting social justice, and advancing decent work for all. During his visit the Director-General met with President Kassym-Jomart Tokayev, Deputy Prime Minister Tamara Duisenova, Minister of Labour and Social Protection Svetlana Zhakupova, and Foreign Minister Murat Nurtleu.
Houngbo also met representatives of PARYZ, the country's independent employers' organization. He praised its rapid growth in representing employers across all sectors and regions. He emphasized the importance of employers' freedom of association and their role in social dialogue.
Houngbo also held a productive meeting with Satybaldy Dauletalin, Chairman of the Kazakhstan Federation of Trade Unions, and discussed cooperation with the ILO on strengthening social dialogue, implementing international labour standards, improving OSH, addressing climate change, promoting gender equality, and increasing youth union membership.
