Council has considered an independent panel's report and adopted an amendment that implements the South Geelong Urban Design Framework (UDF) into the Greater Geelong Planning Scheme.
AmendmentC432ggee applies to land bound by Latrobe Terrace to the west, Fyans Street to the south, Garden Street to the east and McKillop Street to the north and includes new key development areas on Moorabool Street and the Barwon Water Site on Lonsdale Street.
South Geelong Station, Kardinia Park, shops along Fyans Street, Richmond Oval and Kardinia Aquatic Centre are all located within this area.
The amendment paves the way for more diverse housing, improved accessibility and the preservation of places of heritage significance. It will facilitate public realm improvements to the area around the station, such as greenery and new paths, creating a vibrant and sustainable precinct for locals and visitors to the area.
The UDF is implemented by introducing new planning policy, expanding the South Geelong Increased Housing Diversity Area, extending the Heritage Overlay to nearly 200 additional properties, and rezoning key development areas.
The independent panel met in November 2024 to review all 51 public submissions. Nineteen were accepting or provided comments only and 32 objected or requested changes.
The City had engaged with some submitters prior to the panel hearing, which led to some issues being resolved.
There were five submitters including the City who presented to the panel.
The panel was supportive of the amendment, finding it strategically justified with a balanced approach to meeting community expectation and housing needs.
The City's extensive consultation process and changes made in response to community feedback were acknowledged in the report, while some minor amendments were also recommended.

The improvements to South Geelong's streets and public spaces, and increased housing will benefit both residents, commuters and visitors.By adopting Amendment C432ggee, planning for a range of housing options in the South Geelong precinct can begin, in line with the preservation of heritage and neighbourhood character and design.
This is just one of the ways Council is working towards increasing housing stock in convenient locations, as the housing squeeze continues across Australia.
