By design, the 2023 Census combines census response data and alternative data sources.
The iwi affiliation variable is one of the highest-priority variables released in the 2023 Census. It is used to provide iwi, iwi-related groups, and Māori with information to support their aspirations, to inform decisions that affect iwi and Māori, and to meet the Crown's partnership obligations under Te Tiriti o Waitangi.
However, non-response in the 2023 Census means that some data is missing. Without alternative data sources, iwi affiliation would not be available for many people of Māori descent who are included in census data. This missingness would also differ across different subpopulations.
The methodology for iwi affiliation in the 2023 Census was co-developed and co-tested by the Data Iwi Leaders Group (Data ILG) and Stats NZ. Working with Te Kāhui Raraunga Charitable Trust (the mahi arm of Data ILG), we have ensured that iwi Māori data expertise was prioritised in the design of the methodology. The methodology uses alternative data sources to fill missing and residual values for the iwi affiliation variable. This builds on mahi undertaken by Data ILG and Stats NZ to produce 2018 Census iwi estimates. While alternative data sources were used for some other variables in the 2018 Census, this is the first time alternative data sources have been used for iwi affiliation in official census data.
The alternative data sources in this paper include historical census data (from the 2013 and 2018 Censuses), as well as administrative (admin) data from the Ministry of Education (MoE) and the Ministry of Social Development (MSD). The methodology also includes the use of parents', grandparents', or great-grandparents' iwi affiliation where parental relationships are found in Department of Internal Affairs (DIA) data.
The use of alternative data sources increases the percentage of the 2023 Māori descent census usually resident population that have a value for iwi affiliation from 716,208 people (73.2 percent) to 954,042 people (97.5 percent).
