The Ordinary Meeting of Council was held on Tuesday 22 March 2022 in Queenstown. The meeting was available via LIVE Stream to the public. The meeting was open to the public however, there were no public attendees.

COUNCILLOR RAISED ISSUES

Questions Without Notice:

Cr Ryan- Sykes

I would like to ask why all the Council Waste Transfer stations are closed on Sunday and, also closed at 4pm on all other days which as I understand is a time before close of business for some businesses?

Council made the decision of Waste Transfer Station opening times some 12 months ago. Closure on a Sunday in particular is due to operational costs. Operation on a Sunday's would mean an increase of approximately $100 per financial year, per rateable property.

Are used batteries recyclable and if so where, at each waste transfer station, do people of the West Coast place them?

The question was taken on notice.

When a reply is given to members of the public that provide written questions to Council, would there be a benefit to our overall standing within the community, in terms of:

* Council's providing quality customer service to the community in accordance with our Customer Service Charter policy; if from now on,

* Council includes an additional message that acknowledges their actions starting with the phrase 'Thank you for your question' or some like phrase?

When we receive an email, we do thank them for their email before we start the response process and advised that the Customer Service Charter/ Policy would be up for review in the next 12 months, saying that would be the appropriate place for Council to review if they wish and an opportunity could also be through the Community Engagement policy.

Why is one of the public toilets in Rosebery still out of action?

It was advised there has been an issue with the input of water to the toilet. Without sufficient water in the system, the toilets block up. We are currently working with Taswater for a solution.

How many letters to rate payers are sent out reminding ratepayers to pay their instalment before they are even due?

It was advised all rate payers get a remainder notice, including those who pay via instalment. It is not an overdue notice but rather a courteously reminder. This process is improving the payment response of the public. The reminder process is something that has been asked by various ratepayers.

Question to understand what head of power was used to remove the provision in clause 4.3 from more recent permits/leases with lease holders at Macquarie Heads. Specifically, the option in said clause to include the name of a spouse and or legal next of kin in this clause – and what options Council has to reinstate said clause 4.3- to all further lease/permits with Macquarie Heads lease holders.

  1. Note the General Manager's declaration of a conflict of interest, in relation to the Motion on Notice as presented (below) by Councillor Ryan-Sykes and;
  2. Appoint an Acting General Manager to advise, in accordance with s.65 of the Local Government Act 1993, on the Motion on Notice submitted and;
  3. Determine if Council have sufficient qualified advice, in accordance with s.65 of the Local Government Act 1993, to undertake adequate discussion and to make an informed decision on the matter.

The General Manager left the meeting.

The Manager of Infrastructure & Operations took the position of Acting General Manager and advised that he does not have the qualifications to provide advice on the matter.

Cr Ryan-Sykes:

Recommendation

Given the lack of action by the federal government on signing the UN Treaty on the Prohibition of Nuclear Weapons (2017), and the ongoing concern of people in our community about the threat nuclear weapons pose to all people throughout the world, the West Coast Council:

1.Endorse and join the ICAN Cities Appeal for a nuclear weapons-free planet. The UN Prohibition of Nuclear Weapons Treaty is the first treaty to comprehensively outlaw nuclear weapons, setting out a pathway for their total elimination.

2.Will write to the federal government, leader of the Opposition Party and other parties endorsing the ICAN Cities Appeal.

3.Ensure that funds administered by the West Coast Council are not invested in companies that produce nuclear weapons.

4.Issue a press release announcing that West Cost Council has joined other towns and cities across the world to call on their governments to sign and ratify the UN Treaty on the Prohibition of Nuclear Weapons.

C. Endorse planning for a rate rise of CPI + 5%

D. Endorse planning to amalgamate the rate classes for commercial, residential, vacant land and primary production other than mining or aquaculture.

E. Endorse planning to introduce a rate cap in light of the revaluation.

F. Endorse the proposed structure of waste fees.
