The Ordinary Meeting of Council was held on Tuesday 24 May 2022 in Queenstown. The meeting was available to view via LIVE Stream. The meeting was open to the public attendance.

All Councillors were present at the meeting, with Councillor Gerrity leaving the meeting at 6.19pm

COUNCILLOR RAISED ISSUES

Questions Without Notice:

Mayor, could you please explain why you are not providing Councillors with the option of participating at the Special Meeting of Council dated 31 May 2022 which I have previously emailed you about?

Response

Online meetings were put in place by the Government when COVID restrictions were in place. There is no longer a need for the restrictions, therefore the Mayor advised there is no longer a need for online meetings.

Could Council please provide details of the type of resistant shower systems that Council intend to purchase and use for replacing the current public toilet showers in Strahan, including the cost estimate of such system and estimated time it will take to complete such an installation?

Response

We cannot provide the advice due to still determining appropriate costs and time frames.

Why is it taking so long to have the GRANVILLE HARBOUR TOILETs installed and operational with a roof included? Also can we have a workshop about toilets and asset management plan associated with toilets (that includes replacement strategies) so that our Council has all public toilet facilities built and maintained to high standards?

Response

The Mayor advised that the Granville Harbour toilets are a Parks & Wildlife issue and will need to be addressed by them as to why they are taking so long. Council has had numerous discussions with them and Council believes they have a temporary solution to be installed shortly.

The General Manager advised he was more than happy to have a workshop on toilets, saying Council would need to allocate resources if they were to do an Asset Management Plan for toilets.

Is there an option for Council to explore in order to save the Lettes Bay Jetties from demolition as they hold a lot of culture and heritage significance to the West Coast?

Response

The Mayor advised that he has written to the relevant Minister requesting a meeting to discuss the matter, saying it is something that State Government should be investing in, as it is not Council owned infrastructure.

Will Council support sending a request to Telstra, that Telstra install payphones at Granville Harbour, Trial Harbour and Tullah?

Response

There has been no direction or motion from Council to support phone boxes in the towns mentioned, in fact there have been requests in the past to remove phone boxes from those communities, in particular Granville Harbour.

Council has been successful in funding mobile phone towers in both Trial and Granville Harbour's, which are to be installed shortly. Council has been successful in securing funding to improve the mobile service in Tullah as well.

In relation to the General Managers Letter on page 100, responding to a complaint, could Council also advocate to the State Government for increased funding for keeping the West Coast Visitor Centre open on the weekends and long weekends.

Response

The Council receives no funding from the State Government for Visitor Centres, they provide funding to the Hobart and Launceston visitor centres. We have asked on many occasions to receive funding. It is not likely we are to be successful as there are many visitor centres needing funding and relying on local government funding.

Would Council be willing to agree to the request of a Stay of any decision related to the expiry of the Temporary Permits at Macquarie Heads per the letter of Jake Tatnell on page 107 until Council hears back from Mr Will Josceleyne, the PWS Manager, who is the person that the State Government has referred this matter onto for appropriate action per the letter from Suzy Kidd on page 104?

With reference to the attached photographs, could Council please outline what the long-term plan is for managing the gorse problem that surrounds the Zeehan township?

Response

The majority of property is not Council property but belongs to other State organisations and stakeholders. Letters have been sent to property owners. Council is still waiting on feedback with regard to Zeehan Rivulet and when they can come and talk to staff about that issue.

144/22 DEVELOPMENT APPLICATION 2021/89

Recommendation

That the report by the Planning Officer dated 10 May 2022 concerning development application DA 2021/89 be received and that Council approve the proposed extension to the existing building and intensification of existing food services use at Esplanade, Strahan subject to the following conditions:

1. Endorsed plans

Consent is for the proposed extension to the existing building and intensification of existing food services use substantially in accordance with endorsed documentation as prepared by Alan Lawler Design and Drafting, Proj. No. 081621, dated 4/04/2022: Drg. Nos. 01/04-04/04.

2. TasWater

The developer shall comply with the conditions, which TasWater has required the planning authority to include in the permit in accordance with Section 56P(1) of the Water and Sewerage Industry Act 2008. These conditions are specified in TasWater's submission to Council, Reference (TWDA 2022/00013-WCC), a copy of which is attached and endorsed to be a document forming part of this permit.

3. Restrictions of operation

The approval is for a takeaway food operation only. No table service is to be provided.

Hours of operation must be within the hours of 11.00am to 9.00pm Monday to Sunday (including public holidays)

No alcohol is permitted to be sold or consumed onsite.

No loud music (including live performers) is to be broadcast on the site. Any background music for the takeaway food operation must not be audible across the Crown lease boundary.

4. Vehicle Parking

All areas used for vehicle access and parking within the title boundary must be constructed with a durable all-weather surface and surfaced with material to restrict abrasion from traffic and minimise entry of water to the pavement.

Stormwater discharge from the development and overland flows from the property are to be connected to the stormwater point within the property. Formed surfaces are not to direct water to adjoining properties or the road and is not to create a nuisance.

5. Works in waterways and coastal refugia area

Development is to be undertaken in accordance with:

● the environmental best practice guidelines in the Wetlands and Waterways Works Manual; and

● the guidelines in the Tasmanian Coastal Works Manual

6. Signage

Consent is for 1 non-illuminated wall sign (painted on the building) that:

● does not extend beyond the wall or above the top of the wall to which it is attached;

● has a maximum area of 4.5m²; and

● does not occupy more than 25% of the wall area.

7. Patron safety

The developer/operator is to ensure that all food preparation, processing (including cooking/smoking) and food storage areas comply with the Food Standards Code, National Construction Code of Australia TAS H102 and AS4676:2004 Design, Construction and Fit-out of a food Premises.

The exhaust canopy must comply with AS/NZS 1668. The exhaust canopy must operate to ensure that no environmental nuisance is caused as a result of odours or fumes emitted from the exhaust canopy inside or outside.

8. Wastewater management

The storage of wastewater in third party containers from the food van is not permitted.

If the existing wastewater storage tank on the food van is not sufficient, connection to Tas Water service is required.
