MidCoast Council Approves Major Step Toward FOGO

MidCoast Council is making significant progress toward meeting the state-mandated Food Organics and Garden Organics (FOGO) requirements, set to be in place by 2030.

In a decisive move at its meeting on 11 December, Council approved a contract with NALG Envirotech Pty Ltd to deliver the FOGO service and mandated the appointment of an independent Construction Quality Assurance Officer to oversee the development of a state-of-the-art FOGO processing facility near the Tuncurry Waste Management Centre.

David Rees, MidCoast Council's Waste Manager, highlighted the critical need to comply with the Protection of the Environment Legislation Amendment Bill 2024, which will enforce strict mandates and penalties for non-compliance.

"Failure to meet these obligations could result in fines of up to $500,000 per offence and $50,000 daily for ongoing breaches. That's why it's essential we get this right. Our focus is on delivering a reliable, cost-effective facility that reduces landfill, benefits the environment, and serves our community well into the future," Mr. Rees said.

The Tuncurry facility, to be designed, built, and operated by NALG Envirotech in partnership with global waste technology leader Kanadevia Inova (HZI), will be one of the first in Australasia to utilise hybrid organic waste technology. This innovative facility will process up to 95,000 tonnes of organic waste annually in its first stage, scheduled to be operational by 2027. The facility will generate renewable energy equivalent to powering 1,300 homes, reduce greenhouse gas emissions, and earn valuable carbon credits.

By diverting organic waste from landfill, the facility will produce certified compost, biogas for electricity generation, and potentially biochar, firmly establishing MidCoast Council as a leader in the circular economy and decarbonisation. Furthermore, the facility will support neighbouring councils and businesses in meeting the 2030 mandate, setting a new benchmark for waste management innovation in Australia.
