The Queensland Government's multi-billion-dollar rail project, the Queensland Train Manufacturing Program (QTMP), will deliver 65 next-generation trains to meet the increasing demand for rail transport in South East Queensland in the lead up to the 2032 Olympic Games.
MinterEllison provided ongoing support to Queensland Rail for the QTMP Project. MinterEllison's team, led by Brisbane-based partners, Jonathon Williams and Sian Keast, managed complex interface, regulatory and safety considerations from the initial pre-market stages through initial proposals for delivery estimated 20-train upgrade and expansion of the project to a 65-train program to meet the increasing demand for rail transport in SEQ over the next ten years.

MinterEllison's role stemmed from the initial project planning phase with the Department for Transport and Main Roads. It covered Project Document development, tender submission review, assistance in negotiations and contract finalisation. This involved negotiations and collaboration with all stakeholders to help ensure that the design, build and maintain project delivers made-in-Queensland trains and associated stabling and maintenance infrastructure seamlessly and safely integrated into Queensland Rail's operations.
The scale and complexity of the project involved a multi-disciplinary team from MinterEllison providing support across a range of legal services including infrastructure and construction, workplace, safety, accessibility, energy and technology.
