Montenegro Joins AI Pact with Council of Europe

Montenegro has signed the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy, and the Rule of Law (CETS No. 225). Deputy Prime Minister and Minister of Foreign Affairs of Montenegro Ervin Ibrahimović signed the treaty in Strasbourg in the presence of Council of Europe Secretary General Alain Berset.

The Framework Convention is the first-ever international legally binding treaty addressing the risks AI may pose to human rights, democracy and the rule of law, while also promoting innovation. Montenegro is the 11th signatory to the treaty. It joins Andorra, Georgia, Iceland, Norway, the Republic of Moldova, San Marino, the United Kingdom as well as Israel, the United States of America and the European Union, which signed the treaty when it was opened for signature on 5 September.
