His appointment will bring a fresh approach to the leadership of Queensland Treasury.
Mr Williams has served as Chief Financial Officer of Queensland-headquartered People First Bank and has worked in property and finance in Australia and overseas.
After completing his undergraduate degree at the University of Queensland, he gained a Master's degree from the University of Cambridge.

Treasurer David Janetzki said Mr Williams was an outstanding candidate for Under Treasurer.
"We thank Mr Williams for joining the Treasury in this critical role," Treasurer Janetzki said.
"His appointment is a significant coup for Queensland.
"Mr Williams will guide Treasury as we meet the fiscal challenge of the debt and deficit legacy we inherited, as revealed in Labor's last budget update.
"I would also like to thank Acting Under Treasurer Rachel Crossland, who provided excellent leadership and wise counsel during her time in the role."
