New Youth Homelessness Shelter to Open Soon

  • Cook Labor Government providing nearly $4 million for new youth homelessness service
  • New purpose-built accommodation facility for young people experiencing or at risk of homelessness to open first quarter of 2025
  • Service will provide 15 beds for young people experiencing or at risk of homelessness

The Cook Labor Government has provided nearly $4 million to a new youth homelessness initiative to support young people experiencing or at risk of homelessness, which is set to open in coming weeks.

The Teenagers in Need of Crisis Accommodation (TINOCA) II project - now known as Djinda, meaning 'star' in the Noongar language - will provide 15 beds across two sites for young people experiencing or at risk of homelessness across Perth.

The project incorporates a purpose-built supported accommodation facility that will offer six beds for young people aged 15 to 19 with 24/7 support. In addition, the Department of Communities is repurposing an existing property to provide nine beds for the Transitional Accommodation Program (TAP) to support young people into more long-term accommodation.

In implementing its 2021 election commitment, the Cook Labor Government is providing Youth Futures $3.96 million to manage the 24/7 supported accommodation facility and TAP services.

Construction of the purpose-built facility is being funded by Youth Futures, Lotterywest and other donors. The project expands on the existing TINOCA service, which Youth Futures has successfully delivered for more than 20 years.

Construction of the new youth accommodation support services is nearing completion and is anticipated to open in the coming weeks.

As stated by Homelessness Minister John Carey:

"The Cook Government is getting on with delivering our record $4.5 billion in housing and homelessness measures.

"We're investing significantly to address youth homelessness across 24 youth accommodation services this year - strengthened with a nearly $4 million commitment to the Teenagers in Needs of Crisis Accommodation II project.

"The TINOCA II project known as Djinda - meaning star in Noongar language - will provide accommodation and appropriate wraparound supports to young people experiencing or at risk of homelessness.

"We're committed to delivering a Housing First Approach, which prioritises providing stable accommodation for people experiencing or at risk of homelessness, while ensuring they have the wraparound supports to sustain their tenancies.

"The State Government will continue to partner with service providers like Youth Futures who play a critical role in supporting Western Australia's most vulnerable people."
