The first session of the Consultative Assembly, which later became the Parliamentary Assembly of the Council of Europe (PACE), was held on Wednesday 10 August 1949, at a lecture room in the University of Strasbourg in Place Brant, near the city centre.
The provisional president, the French statesman Edouard Herriot, declared the session open. Henri Spaak, Belgian Foreign Minister, was then elected as the assembly's first President and concluded his opening remarks with the words:
"My watch word is: "now to work"; so that, thanks to your efforts, our old Europe may be reborn, may be organised, and may live!"
