Pakenham South Employment Precinct Plans Approved

The Minister for Planning has approved the Pakenham South Employment Precinct Structure Plan under Amendment C265, which will be incorporated into the Cardinia Planning Scheme.

Council's adoption of Amendment C265 on 19 July 2021 and the Minister's subsequent approval of the Precinct Structure Plan marks a significant milestone in Council's commitment to developing the Pakenham South Employment Precinct.

In addition, on 15 May 2023, Council approved the Pakenham South Employment Infrastructure Contributions Plan under Amendment C273 to fund the future infrastructure identified within the Precinct Structure Plan. With the approval of Amendment C273 by the Minister for Planning, Council will now implement both the Precinct Structure Plan and the Infrastructure Contributions Plan.

This Pakenham South Employment Precinct Structure Plan, covering approximately 185 hectares of employment land, is a strategic initiative to create a State Significant Industrial Precinct in alignment with Plan Melbourne 2017-2050 and the Melbourne Industrial and Commercial Land Use Plan (2020).

The precinct will offer a dedicated hub for employment separate from residential areas, providing ample space for heavy industries requiring larger lots and buffer distances from sensitive uses. With convenient access to infrastructure, nearby services, and freight connections, the precinct is designed to attract a diverse range of industrial, manufacturing, warehousing, and some commercial operations.

The development of the Pakenham South Employment Precinct Structure Plan will generate abundant employment opportunities, with approximately 3,500 jobs created by industrial land being unlocked. Additionally, a small convenience centre adjacent to public open space, as well as shared paths and open spaces throughout the precinct, will further enhance the functionality and appeal of the area.

By facilitating job creation closer to home and reducing commute times, this initiative will contribute to a more vibrant and diverse local economy, benefiting residents and businesses within the Cardinia region.

The approval of the Pakenham South Employment Precinct Structure Plan and Pakenham South Infrastructure Contribution Plan is a testament to Council's ongoing commitment to sustainable economic development and enhancing employment opportunities within Cardinia Shire.
