Pentagon Issues Guide on Cancelation Reporting

U.S. Department of Defense

The Department of Defense announced today, the Principal Director, Defense Pricing, Contracting, and Acquisition Policy (DPCAP) memorandum, "Reporting Instructions to Comply with Presidential Action Memorandum 'Radical Transparency About Wasteful Spending' dated February 18, 2025," providing instructions to DoD components for complying with the corresponding Presidential memo.

The DPCAP memo provides specific instructions for reporting termination and cancelation actions taken in response to the Administration's efficiency initiatives, including reporting to both the Federal Procurement Data System (FPDS) and the System for Award Management (SAM).

Reporting Instructions to Comply with Presidential Action Memorandum 'Radical Transparency About Wasteful Spending' dated February 18, 2025, is available in full on the DPCAP website at the following location: https://www.acq.osd.mil/dpap/policy/policyvault/USA000638-25-DPCAP.pdf

While contract action reports in FPDS undergo a 90-day public delay for all DoD reported actions, notices posted in SAM are not delayed from public display. Publishing the notices in SAM ensures the Department is supporting transparency of these actions as soon as possible.
