Plan Proposal & Drafts for 27 Victoria Ave Unveiled

A planning proposal, draft Development Control Plan (DCP) and a draft Voluntary Planning Agreement (VPA) with respect to land at 27 Victoria Avenue, Castle Hill (1/2022/PLP) are currently on public exhibition.

The planning proposal seeks to facilitate redevelopment of the site for a range of uses, including specialised retail premises, vehicle sales, vehicle repair station, centre based childcare facility, indoor recreation facility (gym) and a medical centre, within a built form of 4 - 5 storeys. The following amendments are proposed to The Hills Local Environmental Plan 2019 to enable this outcome:

  • Increase the maximum floor space ratio from 1:1 to 1.98:1; and
  • Increase the maximum building height from 20m to 26m.

Draft amendments to The Hills DCP 2012 have been prepared in association with the planning proposal to guide built form outcomes on the site. A new site-specific section of the DCP will establish development controls in relation to built form, public domain, landscaping, carparking, access, stormwater and flood management.

A draft VPA is also concurrently on exhibition, which would secure contributions for the infrastructure demand generated by the proposal. The VPA offer will require the developer to pay monetary contributions to Council which are equivalent to those payable under Council's Contributions Plan No. 19 – Showground Precinct.

Council received a Gateway Determination for the planning proposal on 3 September 2024. Delegation for making the Local Environmental Plan has been issued to Council under the Gateway Determination.

The planning proposal, draft DCP, draft VPA and supporting material are now on public exhibition and available for inspection on Hills Have Your Say.
