At the monthly Planning Delegated Committee Meeting on Wednesday 12 February 2025, Ballarat City Council considered the following items:
Former Carrier's Arms Hotel and Stables, 9 Creswick Road
Ballarat City Council received a report from officers relating to an amendment to the Ballarat Planning Scheme to apply a site-specific Heritage Overlay to the former Carrier's Arms and Stables at 9 Creswick Road, Ballarat.
The amendment provides heritage protection to the Former Carriers Arms Hotel and Stables. Following the exhibition process of the amendment, the documentation has been updated from the exhibited version to now include the ladies' water closet (WC) and men's toilet block as 'non-contributory' elements in the Statement of Significance. 'Non-contributory' means these elements do not contribute to the cultural significance or historic character of the heritage place.
The changes followed a submission received through the public exhibition period, which took place from 21 November to 23 December 2024. The submission has since been withdrawn.
Ballarat City Council endorsed the amendment to the Ballarat Planning Scheme and resolved to submit the amendment to the Minister for Planning for approval.
115 Doveton Street South
Ballarat City Council received a report from officers relating to a planning application for the construction of a five-storey building located at 115 Doveton Street South, comprising a ground level foyer with food and drink premises and upper-level offices.
The application requires the alteration of an access road and a reduction in car parking. The property is not within a heritage precinct or a heritage place, however, the access road component requires construction affecting the footpath, road kerb and channel in front of the property which is within the South Ballarat Heritage Precinct.
Ballarat City Council resolved to issue a Planning Permit for the application subject to conditions.
