Frankston Sexual Offences and Child Abuse Investigation Team detectives are investigating a wilful and obscene exposure in Frankston last month.
It is understood a 7-year-old boy was riding his bike in a reserve on Weatherston Road about 7pm on 12 December.
Officers were told an unknown man pulled his pants down and exposed his genitals to the child.
Investigators have released an image of a man they believe may be able to assist with their investigation.
He is described as being aged in his 60s-70s with grey, curly hair and wearing navy-blue trackpants, runners and a dark grey jacket.
