The Plan for Port Phillip 2025-29 replaces the Council Plan 2021-31. Your input is important to ensure the plan reflects the values, needs, and aspirations of our community.

As part of the ongoing effort to refine our Community Vision, capturing your insights will make sure the Plan for Port Phillip addresses the issues that are most important to our communities. This is a chance for every community member to help shape a more vibrant, inclusive, liveable, sustainable City, with priorities that reflect the diverse perspectives of everyone.
The Plan for Port Phillip will include seven key components:
- Community Vision - A 10-year vision, created by residents, to guide all Council activities.
- Council Plan - A framework for achieving the Community Vision and delivering what our community needs, through targeted strategies, services, and projects.
- Health and Wellbeing Plan - Guiding how we will work to improve the health and wellbeing of our residents.
- Annual Budget - Detailing Council's revenue and planned expenditures for the financial year.
- Revenue and Rating Plan - Outlining how we manage rates and revenue generation.
- Financial Plan - Ensuring long-term financial sustainability, balancing community growth with limited resources.
- Asset Plan - Managing the City's infrastructure and assets for our community, now and for the future.
Join the Community Panel to share your ideas
We are looking for 40 community members to join our Community Panel and contribute to the development of the Plan for Port Phillip. During a series of workshops in February, panel members will have the opportunity to discuss their ideas and help set the direction for the Plan for Port Phillip.
By participating in the panel, you can help make a direct impact on how resources are allocated, key projects are developed, and services improved and delivered for the benefit of everyone in Port Phillip. The panel will be made up of a diverse cross-section of our community. If you live, work, visit or study here, you are eligible and encouraged to apply.
