The number of new homes consented per 1,000 residents rose to 9.3 in the year ended September 2021, up from 7.4 in the previous year, Stats NZ said today.
The highest number of new homes consented per 1,000 residents was 13.4 in the year ended December 1973, and the lowest was 3.0 in the July 2011 year, after the global financial crisis.
"The annual number of new homes consented per 1,000 residents has been generally increasing for about 10 years, since the low point following the global financial crisis," construction statistics manager Michael Heslop said.

"The number of new homes consented fluctuates, while the estimated resident population changes gradually over time," Mr Heslop said.
"Consents indicate an intention to build, and most home construction is completed within a year or two after a consent is issued."
"We count all new homes consented, whether they are intended as a main home, holiday home, or other short-term accommodation."
Auckland has the highest regional number of new homes consented per 1,000 residents
Auckland consented 11.6 new homes per 1,000 residents in the year ended September 2021, up from 9.0 in the previous year, the highest rate among the 16 regions.
In Auckland over the last 20 years, the number of new homes consented per 1,000 Auckland residents has ranged from 2.3 in the year ended September 2009, to 11.6 in the latest year. Changes are reflected in the line in the graph below, which shows the number of new homes consented in September 2002-2021 years. The columns show the estimated resident population at 30 June in the same years.

"Auckland accounted for 42 percent of new homes consented in the year ended September 2021, and for 33 percent of the national population," Mr Heslop said.
Regions with the next highest (after Auckland) number of new homes consented per 1,000 residents in the year ended September 2021 (compared with the year ended September 2020) were:
- 11.4 in Canterbury (up from 8.7) with 7,379 new homes
- 9.8 in Waikato (up from 8.1) with 4,968 new homes
- 9.4 in Tasman region (down from 9.7) with 543 new homes
- 9.1 in Otago region (up from 8.4) with 2,253 new homes.
The Auckland local board areas with the highest number of new homes consented per 1,000 residents were:
- 19.6 in Papakura (down from 22.3) with 1,361 new homes
- 17.1 in Upper Harbour (up from 15.7) with 1,218 new homes
- 17.0 in Rodney (up from 15.7) with 1,302 new homes.
Selwyn district has the highest number for territorial authorities
The top three territorial authorities with the highest number of new homes consented per 1,000 residents were all in the South Island:
- 26.4 in Selwyn district (up from 23.1) with 1,942 new homes
- 25.1 in Queenstown-Lakes district (down from 25.7) with 1,210 new homes
- 17.5 in Mackenzie district (including Aoraki/Mt Cook and Lake Tekapo) (down from 22.0) with 96 new homes.
"Areas with the highest number of new homes consented per 1,000 residents tend to have either faster growing population, like Auckland's Papakura local board and Selwyn district, or be visitor hotspots like Queenstown-Lakes district," said Mr Heslop.
The number of new homes consented per 1,000 residents can be high in popular visitor areas, as visitors are excluded from the estimated resident population.
In the North Island, territorial authorities with the highest number of new homes consented per 1,000 residents were:
- 15.7 in South Wairarapa district (up from 7.9) with 183 new homes
- 13.6 in Waikato district (up from 11.1) with 1,171 new homes
- 11.6 in Matamata-Piako district (up from 8.2) with 425 new homes.
