"The combined effects of these wars, together with climate change and the erosion of democracy, constitute an unprecedented challenge for our societies, a challenge I think we could call the perfect storm. In the face of that challenge, the Council of Europe has already shown its solidity, its great experience, its agility and its capacity to respond. Be it on issues such as combating migrant smuggling, environmental protection or artificial intelligence to name but a few, the Council of Europe has often shown the way. Our new Convention on artificial intelligence that was recently opened for signature is a perfect example," said Alain Berset speaking for the first time in his new capacity of Secretary General at the autumn plenary session of the PACE .
The Secretary General emphasised the crucial role of the Council of Europe as it celebrated its 75th anniversary, in guaranteeing a future of peace, stability, prosperity, security and dignity for Europe's citizens. He also highlighted the three priorities of his mandate: support for Ukraine, action to revitalise democracy and upholding the unity of the European family in all its diversity.
"In a world that is plagued by centrifugal forces, where divergent movements seem to be gaining the upper hand at the moment, we must work our way back to stronger convergence. And to achieve that convergence, we have to stick to our truth and values. Dialogue is of paramount importance. A dialogue between the Council of Europe's 46 members, which I just described as proud equals. It is an interinstitutional dialogue, both formal and informal, within the Council of Europe. And it is a dialogue that respects diversity but is also deeply anchored in the foundations formed by our values," he added.
He also mentioned an action plan for promoting democracy in order to revitalise the democratic process, as well as the possibility of organising a Summit of Heads of State and Government on a regular basis.
Alain Berset concluded by saying "During my term of office, I will work with passion and determination to continue building a Europe in which every human being is at the centre of our efforts, with the ultimate aim that everyone may live in the freedom and security that democracy brings. I am very much looking forward to what we can accomplish together and I will put all my energy into working for that mission and for our shared values, into serving the Council of Europe."
