Community Awards Review

A review into the 2022 Colac Otway Community Awards showed a considerably greater number of submissions received than in recent years and general community satisfaction over the new event date and location, as well as current award categories.

As a result of previous community consultation and a community survey receiving more than 250 responses, highlighted to Council as part of the review process, the 2023 Colac Otway Community Awards will follow the same successful format with three awards categories (Citizen of the Year, Young Citizen of the Year and Community Service of the Year), with the presentation happening once more at the Colac Kana Festival in Memorial Square.

City Reserves Planning Project

Following extensive engagement with reserve users and key stakeholders, Council is pleased to release draft master plans for Colac's Eastern Reserve, Western Reserve, Lake Oval (Colac Cricket Ground) and Central Reserve, with a public exhibition period from 1 August to 11 September 2022 to seek feedback from the community.

Lake Colac Caravan Park Expression of Interest

Council is seeking expressions of interest from prospective tenants for the Lake Colac Caravan Park, one of the main visitor accommodation sites in the township of Colac. The caravan park has been operating under a 21-year lease due to expire on 26 January 2023, creating a new opportunity at this site.

A copy of the Expression of Interest documents can be downloaded from Council's website at www.eprocure.com.au/colacotway. Expressions of Interest close at 2pm, Friday 23 September 2022. Submissions may be lodged in the Electronic Tender Box only. Late, posted or emailed tenders will not be considered.

As per the requirements of the Local Government Act 2020, Council is also seeking feedback from the community about its intention to lease the land for the continued use as a caravan park. Community members can lodge submissions with Council up until 9 September 2022.

Nomination of G21 Pillar appointments

Following changes to the G21 – Geelong Region Alliance's Pillar structure from eight to four, with the addition of an Advisory Group, the following Councillors have been appointed to the new pillars (with next review at the November 2022 Council Meeting):

Culture and Economic Development: Cr Chris Potter

Health and Wellbeing: Cr Margaret White

Sustainability: Cr Stephen Hart

Managing Growth Advisory Group: Cr Graham Costin

Draft Governance Rules

Council resolved to seek community feedback on proposed changes to the current Governance Rules relating to electronic attendance and participation in Council meetings and delegated committee meetings, by Councillors and delegated committee members (participants).

The public consultation process invites written submissions only (there will be no opportunity for members of the public to be heard by a Submissions Committee in support of written feedback); and will be for a period of six (6) weeks, starting Friday 29 July and closing 4pm Friday 9 September.

Please note, the final Governance Rules will be presented to the 28 September 2022 Council meeting for adoption, and will take into consideration any written feedback received as part of the public consultation process.

Notice of Motion: Carbon Emissions and Offsets

Council undertakes to purchase 1,520 tonnes of appropriately accredited and certified (i.e. Australian Government Climate Active Carbon Neutral standard) offset units up to an amount of $26,000 to achieve scop 1 and 2 net zero Greenhouse Gas Emissions (GHG) for the financial year 2020–2021.
