Patrons will now need to use the new pay-by-plate machines or the popular EasyPark app to confirm their parking duration within the already existing time limit of four hours.
Users will need to enter their number plate and display a paper ticket on their dashboard or use the EasyPark app for their free parking session.
The same number plate cannot be re-entered within two hours of the expiry of the initial parking period.
The new machines and signage will appear from next week.
The initiative comes after extensive consultation between the City and local residents who were concerned that car bays, often in high demand, were being used for long periods by illegal campers.
There are two pay-by-plate machines in the main carpark, one in the southern carpark and one in the Wilson Park overflow area.
From Friday 13 December, Wilson Park will again be used for overflow parking at South Beach during the school holidays.
The four-hour time limit and ticketing requirements will also apply to Wilson Park.
To better manage the impact on the turf, only the southern end of Wilson Park will be open to vehicles, with new entry and exit points created to improve traffic flow.
New signage is also being installed at various points approaching South Beach to advise drivers of alternative parking options along and off Marine Terrace.
The 4P signs were put in place at South Beach more than a year ago to provide better equity for beachgoers, however the four-hour time limit proved difficult to enforce.
City of Fremantle CEO Glen Dougall said the new method will help with fairness and enforcement.
"We hope this will help resolve the issues we've had with illegal campers and improve the availability of parking bays.
"We are not the first local government to enforce parking time limits at local beaches. The Town of Cottesloe and City of Stirling are just some that strictly enforce time limits at Cottesloe and Scarborough beaches respectively."
Earlier this year, Fremantle Ports installed privately operated pay-by-plate machines at South Mole to enforce a time limit and deal with illegal camping.
