Australia and New Zealand are deeply concerned about the rise in Russian and DPRK 'shadow fleet activity' and its risks to the environment, maritime safety, international trade and security, and maritime law. Collective action is needed to address this risk.

The 'shadow fleet' presents significant threats to all countries as vessels involved in illegal activities to bypass sanctions, ignore safety or environmental rules, avoid insurance costs, or engage in other unlawful actions including circumvention UNSC and autonomous sanctions.

Australia and New Zealand endorse the Call to Action on the Shadow Fleet. This initiative aims to promote practices that ensure compliance with international standards for safety, environmental protection, and insurance.

We look forward to collaborating with other countries committed to the Call to Action and to reinforce the International Maritime Organisation's (IMO) Resolution A.1192(33) aimed at preventing illegal operations in the maritime sector by the 'shadow fleet'.
