Declaration of Statewide Road Emergency
Council agreed to join Local Government NSW and Country Mayors Association of NSW in declaring a Statewide Road Emergency.
As part of the Statewide Road Emergency, Local Government NSW and the Country Mayors Association are calling for:
- an acceleration and significant increase in funding for the $1.1 billion Fixing Local Roads and Fixing Country Bridges program from the New South Wales Government
- a boost to Road Block Grant funding to compensate for the damage to the regional road network from the Federal Government
- new funding to provide councils with plant machinery and skilled workers to expedite road repairs from the Federal Government.
The Mayor of the City of Wagga Wagga Councillor Dallas Tout will now write to the Prime Minister and the Premier of New South Wales requesting immediate action.

Determination of Development Consent – 43 Guttler Street, Uranquinty
A Development Application for the development of self-storage units at 43 Guttler Street, Uranquinty, was refused at the Ordinary Meeting of Council held on 8 August 2022.
At the applicant's request, the application was referred to an independent town planning consultant for reassessment.
At the consultant's recommendation, Council resolved to maintain its original determination to refuse the development application.

Mobile Food Vendor trading in Public Places Policy
Council adopted the Mobile Food Vendor Trading in Public Places Policy, noting there were eight public submissions received during the exhibition period.

Response to Notice of Motion – Wagga Wagga Roads
Council received a report outlining information regarding the maintenance and repair of the Wagga Wagga road network.
Council agreed to undertake a series of workshops to develop strategies providing increased funding for roads maintenance and renewal as well as address the backlog of works.
Council also agreed to call for an Expressions of Interest from suitable contractors to undertake a variety of emergency road repairs and to commence a select tender process for specialised road repair equipment.

Response to Notice of Motion – Veteran Employment at Council
Council received and noted a report outlining the current level of employment of veterans at Wagga Wagga City Council. The report also included potential opportunities for Council to improve its recruitment process to attract more veterans as employees.

Draft Innovate Reconciliation Action Plan 2022 – 2024
Council agreed to place the draft Innovate Reconciliation Action Plan 2022 - 2024 on public exhibition for a period of 28 days from 23 November 2022 to 21 December 2022.
The draft Innovate Reconciliation Action Plan 2022- 2024 provides a resource for Councillors and Council staff to use when working to address issues related to Reconciliation and working collaboratively with the Wiradjuri/Wiradyuri and First Nations community.

Council received the Audited Financial Statements, together with the Auditor's Reports on the Financial Statements for the year ended 30 June 2022.

Council adopted the Investment Policy, noting there were no public submissions received during the policy's exhibition period.

Budget variations approved
Council approved the proposed 2022/23 budget variations for the month ended 31 October 2022 and the proposed budget variations to the 2022/23 Long Term Financial Plan Capital Works Program, including future year timing adjustments and new projects.
Operating and Capital Budget Variations for 31 October 2022 include:
- Aerial Photography – $28,000
- CCTV Maintenance and Replacement – $19,000
- Botanic Gardens Works – $59,000
- Civic Theatre Communications System Upgrade – $26,000
- Footpath Upgrade Edward Street – $50,000
- Bushfire Hazard Mitigation – $125,000
- Murray Darling Healthy Rivers Grant Program – $150,000
RP-8 FINANCIAL PERFORMANCE REPORT AS AT 31 OCTOBER 2022
Requests for financial assistance
Council agreed to provide an additional $14,642 in financial assistance to the School of Arts Community Theatre (SoACT), noting the one-off NSW Performing Arts COVID recovery support grant the Civic Theatre has received which is funding this financial assistance request.

Council agreed to negotiate entry into a Community Licence Agreement with Demonstration Gardens Wagga Wagga Incorporated for land located at 49 Shaw Street, Wagga Wagga.

Council clean-up – 32 Tichbourne Crescent, Kooringal
Council received a report on the current status of land at 32 Tichborne Crescent, Kooringal, and agreed to proceed with a clean-up of the property.

Redetermination of organisation structure
Section 333 of the Local Government Act states that Council must review, and may re-determine, the organisation structure within 12 months after any ordinary election of the Council.
Council agreed to retain the current organisation structure.

Provision of security services
Council agreed to accept the tender and enter into a contract with Complete Fire, Electrical & Security Pty Ltd (ABN: 56 167 435 565) for the Provision of Security Services at the Schedule of Rates within their tender bid.

Council agreed to negotiate entry into a lease agreement for the Livestock Marketing Centre Canteen with the party and under terms named in the body of the report.

Riverside food van licence
Council agreed to enter into a licence agreement with EEMJ Pty Ltd (ACN 661 885 810) for the operation of the Riverside food van and the exclusive right to provide food and beverage services within the Riverside precinct in accordance with the terms set out in the report for a period of three years.

Council endorsed the assignment of sub-leases for hangar sites 225, 227 and 301 at the Wagga Wagga airport on the terms set out in the body of the report.
