Within the framework of the International Labour Organization (ILO)'s ENABLE programme funded by the European Union, and its Skill Up programme funded by the Norwegian Agency for Development Cooperation (NORAD), the Safadi Foundation Association held a graduation ceremony for 80 participants in a work-based learning project implemented by the Foundation in northern Lebanon with the support to of the ILO.
The ceremony took place at the Safadi Cultural Center in Tripoli on 18 July 2024. The ceremony was attended by Dr. Ruba Jaradat, ILO Regional Director for Arab States; Ms. Alessandra Viezzer, Head of Cooperation at the European Union Delegation to Lebanon; Mr. Sayed Francis, head of the Vocational Department in the Directorate of Vocational and Technical Education, representing Dr. Hanadi Berri, Director General of Vocational and Technical Education at the Ministry; as well as representatives from the private sector, relevant associations and local partners, and families of the graduates.
The work-based learning project extended from October 2023 until March 26th. During this period, 80 individuals benefited from work-based learning in the fields of manufacturing, economy, healthcare, and handicrafts. They were equipped with effective skills to successfully transition into the job market. These professions were selected to meet the needs of the labour market and create sustainable employment opportunities.

"A crucial aspect of this project is the important linkage with the private sector. We recognize the value of collaboration between employers and trainees, as it bridges the gap between skills development and industry requirements," Jaradat added, also emphasizing that most of the graduates had found decent jobs.

The head of the Vocational Department in the Directorate of Vocational and Technical Education, Mr. Sayed Bou Francis, emphasized the alignment with the Directorate's objective of preparing young individuals professionally and technically in industrial and service specialties through advanced educational curricula. The General Directorate aims to enhance the quality of these training courses in collaboration with development partners, ensuring they address the present and future needs of the labour market accurately.
The Programme Manager at the Safadi Foundation, Mr. Khaled Hannouf, presented an overview of the project, highlighting that "these courses play a vital role in empowering youth with the necessary skills to enter the labour market and initiate their careers. This, in turn, improves the economic well-being of both the participants and their families. Moreover, the project has not only contributed to vocational empowerment but has also fostered social inclusion and life skills among the participants. Furthermore, it has enhanced the organization's capabilities in terms of vocational empowerment and facilitating access to employment opportunities."
Five short documentaries were presented at the ceremony, showcasing training programmes in the fields of food manufacturing, healthcare, solar energy system installation, industrial sewing, and industrial machinery operation.
Hajj Nazih Zeitouneh, President of Zeitouneh Garment Factory, Safadi's private sector partner in training programmes, expressed his appreciation for the project and stressed the significance of supplying the labour market with skilled workers. He emphasized the need to continue implementing similar training projects that are essential for industrial institutions in Lebanon.
Ms. Nadine Al-Aisha, representing the graduates, shared her experience during the speech. She expressed her gratitude for the opportunity to participate in the health assistant training programme conducted at Haikal Hospital. She highlighted how the course had enhanced her abilities in providing care for patients, particularly the elderly, and equipped her with practical skills for on-the-ground interactions.
The ceremony concluded with the distribution of certificates to the graduates.
