Toowoomba Regional Council (TRC) has won an award for their delivery of the $300 million 2022 Flood Recovery Program and specifically for their outstanding collaborative practices during the project.
TRC won the Ian Harrington Award at the 2024 Queensland Major Contractors Association (QMCA) Awards, in recognition of outstanding collaborative partnerships between project teams, clients, contractors and supply chain partnerships.
Establishing effective working relationships was at the centre of the program by implementing Collaborative Partnering Agreements (CPA) between TRC and two principal contractors. The TRC Project Management Team oversaw and managed five local consultancy firms throughout the project's 14-month construction timeline.
The 2022 Flood Recovery Program was extremely complex and involved more than 7000 work sites spanning over 13,000km² and impacted more than 23,000 stakeholders.
As part of a survey, partners who worked on the project stated they strongly agreed (8.8 out of 10) with 'kicking great goals and enjoying their time on the project' which reinforces the Project Management Team's commitment to effective collaboration and working as a team.
Portfolio spokesperson for Major Projects Cr Carol Taylor said she was proud of all the TRC team who were involved in delivering the successful program.
"The project's team have done an incredible job delivering the 2022 Flood Recovery Program, it was a mammoth undertaking," Cr Taylor said.
"Winning the Ian Harrington Award represents all the hard work which was put into delivering this program. I would like to thank everyone who has been involved."
"I'm excited for future partnerships which TRC may enter into, after realising the success of this collaborative model."
Almost $200 million was injected into the local economy as a direct result of the Project Management Team and the contractors partnering with local suppliers, subcontractors, consultancy firms and Council's construction and maintenance teams.
"I am especially proud of the way we have engaged with local businesses throughout the program. The Toowoomba Region community has benefited from this project, in more ways than one."
As a result of partnering with TRC to deliver this program, several local suppliers, subcontractors and consultancy firms have been able to expand their capabilities by having the opportunity to work with new systems and processes. This opportunity has better equipped local businesses for future opportunities with Council.
