The Emergency Management (Arrivals Associated No 15) (COVID-19) Direction 2022 has been revoked and replaced by the Emergency Management (Arrivals Associated No 16) (COVID-19) Direction 2022. This Direction came into effect at 2.52pm on 22 February 2022.
Key changes include:
International Borders are now open to vaccinated tourists arriving in South Australia. Unvaccinated international travellers still require an exemption to enter.
Those entering the state are considered fully vaccinated if:
- The person has completed a primary course of an ATAGI approved or recognised vaccine; or
- They are under 12 years of age; or
- They are between 12 and 17 years of age and are travelling with a vaccinated parent or guardian; or
- They have a medical exemption certificate.
However, international arrivals will be subject to further vaccination requirements under other Directions. For example, only people over the age of 12 who have received a full course of a COVID-19 vaccine, and a booster, are allowed to enter residential aged care facilities.
International Arrivals must have a COVID-19 test prior to arrival as specified on Department of Home Affairs website. Vaccinated arrivals must have a PCR test on arrival and quarantine until that test taken.

Other existing requirements remain.
