Dean Winter's lack of business experience and short-term thinking has left him yet again bizarrely opposing job creation and economic activity.
Most people can pass a test that they have set for themselves, yet Mr Winter seems even unable to achieve that.

The facts are that Labor opposed the $65 million Kangaroo Bay development that is anticipated to create 100 full-time equivalent jobs in the construction phase, and up to 443 full-time equivalent positions once the hotel is operational.
Now they oppose exploring investment proposals for the revitalisation of an important space that would create jobs and economic activity.
The business and tourism communities are welcoming fresh ideas and new opportunities, but Mr Winter yet again merely delivers his tried and tested 'no can't do' approach.
While Dean Winter continues to stall, whinge and speak out both sides of his mouth, Tasmanians know Labor are still the same old blockers they've been for the past 10 years.
